Prevention/early intervention
in early childhood in Germany
In the first few months after birth, a decisive course is set for the parent-child relationship and therefore also for the healthy development of a child. The prevention potential for disorders that emerge later is particularly high in this early period and parents are particularly receptive to information and advice.

Overview
In Bavaria, there are a variety of different and tailored services in the area of early help to strengthen parental skills at an early stage. Strengthening parental skills is the best and most sustainable approach to ensure the healthy and positive development of children and young people and to guarantee effective child protection.

Guidelines for action
Daycare center and school
The two KoKi offices in the city and district of Hof are in charge ofguidelines for the protection of children at risk in daycare centers and schoolsand corresponding reporting forms, which must be sent to the respective General Social Service for review.
The working materials were coordinated with the educational counseling center of Diakonie Hochfranken gGmbH, the KiTa-Fachberatung Stadt Hof, the Staatliches Schulamt Hof and the two youth welfare offices.
The instructions also list how the "Insofar Experienced Professionals (ISEF)" must be involved on the basis of the KKG. Insofar experienced professionals (according to § 8a and § 8b SGB VIII) in connection with counseling and possible reports for schools, if no own professionals with appropriate knowledge are named or designated:

Handout "Child protection needs strong networks"
Successful cooperation between the various specialist disciplines on site is essential for child protection. Child and youth welfare services, the health sector, schools, the police and the justice system must be closely networked and pull together.
The basis for successful interdisciplinary cooperation is mutual knowledge and appreciation of the respective responsibilities and tasks, structures and working methods as well as the possibilities and limits of action. The handout "Child protection needs strong networks" is therefore aimed at socio-educational professionals, doctors, psychologists, midwives, teachers, police officers, judges and representatives of public prosecutors' offices.
National Center for Early Intervention
The National Center for Early Intervention (NZFH) was founded in 2007 by the Federal Ministry for Family Affairs, Senior Citizens, Women and Youth (BMFSFJ). It was created as part of the action program "Early help for parents and children and social early warning systems" in order to strengthen preventive child protection and professional practice in the development and expansion of early help. It is run by the Federal Center for Health Education (BZgA) and the German Youth Institute (DJI).
On the highly recommended website "fruehehilfen" you will find a wealth of information and materials as well as the latest research in the field of early help. With NEST, the NZFH offers comprehensive working material for professionals that can be used directly in families.
The "Early Intervention Guidelines" supplement the definition of early intervention published by the NZFH and the Scientific Advisory Board in 2009. Early help builds on resources and creates low-threshold access for families under psychosocial stress. The publication updates and clarifies the concept, foundations and fields of work of Early Intervention.
Information on shaking trauma
If parents lose their nerve and shake their baby violently, the consequences can be dire: Shaking trauma is life-threatening! Time and again, babies and toddlers are brought to German hospitals with shaking trauma. Some of them remain severely disabled for the rest of their lives - or, in the worst case, die. Parents are often unaware of what shaking can do to a baby.
The Crying Outpatient Clinic at the Social Pediatric Center in Hof offers targeted consultation hours for parents with crying children and crying babies.
The flyer "Bitte nicht schütteln ... zart und gebrechlich" ("Please don't shake ... tender and fragile" ) from the Bavarian State Office for Health and Food Safety has prepared the topic of shaking dreams in an easily understandable form and also contains contact addresses.
