FQA (home supervision)
Specialist unit for care and disability facilities - quality development and supervision
The FQA of the city of Hof is part of the Department of Youth and Social Affairs. It is responsible for retirement and nursing homes, short-term care facilities, hospices, outpatient assisted living communities for people in need of care and facilities for people of legal age with disabilities. The task of the FQA is to advise care home residents or their relatives as well as the facilities and the provider. The FQA is also responsible for monitoring and inspecting the facilities and advises people and providers who want to start operating a home and provides advice on construction, conversion measures and the start of operation. The tasks of the FQA are regulated in the Bavarian Care and Housing Quality Act (PfleWoqG) and the implementing ordinance (AVPfleWoqG).

Inspections
In order to ensure the quality of results of the inpatient facilities, monitoring is carried out unannounced at least once a year. In addition, ad hoc inspections are also carried out in accordance with Art. 11 PfleWoqG. In outpatient assisted living communities, monitoring is also carried out once a year, either announced or unannounced, in accordance with Art. 21 Para. 2 PfleWoqG; assisted living groups for people with disabilities are only inspected on an ad hoc basis.
The inspections are carried out by a multi-professional team consisting of the coordinator and administrator, nursing staff, social education workers and doctors. An audit guideline serves as the basis for the audit in order to enable a standardized, quality-assured procedure throughout Bavaria. The employees have also completed FQA auditor training.
The results of the audits are recorded in a report, which includes the positive aspects of the facility as well as any deficiencies identified.
If deficiencies are identified during the inspection, advice is given on the options for remedying the deficiencies (Art. 12, 21 PfleWoqG). If the deficiencies are not remedied, orders may be issued, a ban on employment may be imposed or operation may even be prohibited (Art. 13 ff., Art. 21 PfleWoqG). The focus is always on the well-being of the residents.
