Specialized Office for Care and Disabled Facilities -Quality Development and Supervision (FQA)
The home supervisory authority of the city of Hof is located at the department of youth and social affairs and is called Fachstelle für Pflege- und Behinderteneinrichtungen -Qualitätsentwicklung und Aufsicht (FQA). It is responsible for old people's and nursing homes, short-term care facilities, hospices, outpatient assisted living communities for people in need of care as well as facilities for people of full age with disabilities. The FQA's task is to advise nursing home residents or their relatives as well as the facilities and the operator. The FQA is also responsible for monitoring and inspecting the facilities and advising people and operators who want to start operating a home and providing advice on construction, conversion measures and the start of operations. The tasks of the FQA are regulated in the Bavarian Care and Housing Quality Act (PfleWoqG) and its implementing ordinance (AVPfleWoqG).
To ensure the quality of inpatient facilities, monitoring takes place unannounced at least once a year. In addition, audits are also carried out on an ad hoc basis (Art. 11 PfleWoqG). In outpatient assisted living communities, monitoring also takes place once a year, either registered or unannounced; assisted living groups for people with disabilities are only audited on an occasion-related basis (Art. 21 (2) PfleWoqG).
The audit is carried out by a multi-professional team consisting of physicians, social pedagogues, administrative staff and nursing staff. An audit guideline serves as the basis for the audit in order to enable a uniform, quality-assured procedure throughout Bavaria. In addition, the employees have completed FQA auditor training.
An audit report is prepared on the results of the audits, which includes positive aspects of the facility as well as quality recommendations as suggestions for improvement and the deficiencies identified.
If deficiencies were identified during the inspection, advice is given on the possibilities for remedying the deficiencies (Art. 12, 21 PfleWoqG). If the deficiencies are not remedied, orders may be issued, a ban on employment may be imposed or the operation may even be prohibited (Art. 13 ff, Art. 21 PfleWoqG). The focus is always on the well-being of the residents.
