Information on mobile communications

Only rarely have products conquered and determined our everyday lives as quickly and as sustainably as cell phones. The proportion of smartphone users/owners in the population of Germany will be around 88.8 percent in 2021. The figure refers to people aged 14 and over who own a smartphone or cell phone in their household. Almost every German under the age of 50 uses a smartphone. The proportion of smartphone owners among the over-70s is still around 68 percent. For many people, a smartphone guarantees a high degree of freedom, flexibility and security in everyday life.

To meet the growing need for information among the population, the city of Hof offers the following, more detailed information on the subject of mobile communications.

Expansion of mobile communications networks

Ever-increasing demands on the performance of mobile communications networks necessitate the construction of additional mobile communications masts and the expansion of existing ones. In the city of Hof, too, as a media, university and business location, comprehensive expansion is essential.

Although cell phones are often used without hesitation, there are also skeptical voices among the population regarding cell phone transmitters. In order to be able to accompany the expansion of cell phone networks in a meaningful way, the city of Hof relies on close cooperation with the operating companies. Coordination talks between the operating companies and the administration take place in continuous meetings, the so-called "Mobile Radio Round Table".

When this "Mobile Communications Round Table" was set up, citizens were initially also invited to support the city in its search for suitable sites. Unfortunately, this offer was not accepted on a permanent basis.

In order to control the network expansion, the city of Hof provides suitable own land and buildings for the installation of antenna systems. Buildings with sensitive use - such as daycare centers and schools - remain excluded.

The discussions are based, on the one hand, on the so-called "voluntary commitment of the mobile network operators" and, on the other hand, on the "Agreement on the exchange of information and the participation of municipalities in the expansion of mobile networks".

In the voluntary commitment, the mobile network operators have agreed, among other things, to inform the population and the municipalities about the locations of transmitters and to give priority to examining alternative locations, especially in the case of kindergartens and schools. The "Agreement on the exchange of information and the participation of municipalities in the expansion of mobile networks" is further specified between the German Association of Cities and the mobile network operators. You can download this agreement as a pdf file here.

Overview of mobile radio sites in the city area

In order to be able to make mobile calls or use data services nationwide and in good quality, a sufficient number of mobile network sites is required. The locations currently available in Hof can be queried via the database of the Federal Network Agency.

Aspects of building law for the erection of transmitters

Art. 63 BayBO

(1) No permit shall be required for the erection and alteration of

4. the following masts, antennas and similar structural installations:

(a) antennas including masts up to a height of 10 meters and associated supply units with a volume of up to 10 cbm and, if erected on or adjacent to an existing structure, the associated change in use or external appearance of the structure,

The regulations concerning the requirements of stability, fire protection, etc. must be observed by the building owners on their own responsibility.

The relevant regulation for protection against electromagnetic radiation is the 26th Ordinance for the Implementation of the Federal Immission Control Act (26. BImSchV). Before a mobile communications antenna may be erected, compliance with the limits of the 26th BImSchV is checked by the Federal Network Agency, taking into account existing civil and military transmitting facilities. Within the scope of this examination, the Federal Network Agency determines the safety distances to be maintained from residential and occupied areas.

Insofar as mobile communications facilities are subject to approval, the approval assessment is carried out in accordance with the provisions of the Building Code and the Bavarian Building Code.
