The qualified rent index 2024 for the city of Hof was created together with representatives of landlord and tenant interests, in this case Haus & Grund Hof e. V., Baugenossenschaft Hof eG and Mieterverein Hof und Umgebung e. V. The ALP Institut für Wohnen und Stadtentwicklung GmbH, Hamburg, was commissioned to analyze and evaluate the data.

 

This is the purpose of the qualified rent index

 

A qualified rent index provides a solid basis for fair rents and conflict-free tenancies. It helps to create transparency on the housing market by documenting the local comparative rent for different types of housing. This enables a balance between tenants and helps to avoid disputes between the parties to the tenancy agreement. It is used by landlords to justify requests for rent increases - to adjust to the local comparative rent - and by tenants to check the appropriateness of rents paid. The qualified rent index also provides an important comparative value for the upcoming rent index survey in four years' time.

As a result of the evaluation as of 01.01.2024, the average rent level in Hof was EUR 5.71 per square meter. This rent level refers to the average net cold rent of the collected data records.

 

How the data was collected

 

The data collection for the survey of the qualified rent index took the form of a postal survey of tenants and landlords. With a very satisfactory response rate of 81.3 % for the tenant survey and 78.9 % for the landlord survey, a total of 1,838 data records were included in the evaluation, providing a sufficient database for the preparation of the qualified rent index. The basis for calculating the local comparative rent is the basic rent table depending on the living space. The rent was specified with the help of additions and deductions for year of construction, residential location, apartment type, fixtures and fittings, sanitary facilities and modernization measures.

 

Rent index relevant to basic security

 

Based on the data from the qualified rent index, the new adequacy limits for the cost of accommodation for recipients of benefits under SGB II (citizen's allowance) and SGB XII (social assistance) were determined. The new adequacy limits were officially published on 27.05.2024 and can also be viewed on the Hof city website.
